THIS REPORT DESCRIBES THE INJURIES AND MEDICAL CHARGES
ASSOCIATED WITH BODILY INJURY LIABILITY CLAIMS FILED IN 1989, THE
FIRST YEAR OF OPERATION OF THE MASSACHUSETTS AUTOMOBILE TORT
REFORM. IT IS A COMPANION TO "MASSACHUSETTS AUTOMOBILE
BODILY INJURY REFORM," BY HERBERT I. WEISBERG AND RICHARD A.
DERRIG, WHICH APPEARED IN THE SPRING, 1992, JOURNAL, AND A
FOLLOW-UP TO THE ABOVE BASELINE STUDY. IN THIS ARTICLE, THE
AUTHORS DOCUMENT THE PATTERNS OF MEDICAL CHARGES SINCE PASSAGE OF
THE 1989 TORT REFORM LAW AND CONCLUDE THAT INCREASED CHARGES ARE
LIKELY A DIRECT RESULT OF INCREASE IN FREQUENCY OF OUTPATIENT
VISITS TO MEDICAL PROVIDERS. THE AUTHORS ALSO ANALYZE SEPARATELY
THE SITUATION IN LAWRENCE, WHICH HAS BEEN TERMED THE "AUTO
FRAUD CAPITOL" OF MASSACHUSETTS.
